Biden Raises More Funds Than Trump as Legal Costs Burden Him

President Biden’s reelection campaign ended January with nearly $56 million on hand, extending his cash advantage over former President Donald J. Trump, whose campaign had about $30 million available at the end of the month. This jump in funds for Mr. Biden, who ended 2023 with $46 million in his campaign coffers, highlights his growing financial strength. Meanwhile, Mr. Trump’s campaign showed a decrease from $33 million at the end of the year, indicating potential financial challenges for the former president’s reelection efforts.

Mr. Biden’s edge in fundraising is in part due to the unified support of the Democratic Party apparatus, which has quickly rallied behind him in anticipation of what is expected to be the most expensive presidential race ever. In contrast, Mr. Trump faces significant questions about the political and financial impact of his many legal troubles, with committees backing him spending millions each month on legal expenses.

The apparent disparity in campaign cash laid out in filings with the Federal Election Commission (F.E.C.) on Tuesday does not fully capture the comprehensive financial strategies being employed by the two candidates as they prepare for a likely rematch in November. For instance, both Mr. Trump and Mr. Biden are raising money through joint fundraising committees, which do not have to file reports until April. These committees often transfer funds to the campaigns, impacting the total financial picture.

Mr. Biden, as the incumbent, is already raising money alongside the Democratic National Committee (D.N.C.), a party juggernaut that can build out a field operation for his reelection bid. His team reported raising a combined $42 million in January across the committees backing his reelection effort, with a combined total of $130 million on hand at the end of January. The D.N.C. alone reported $24 million on hand at the end of January.

On the other hand, Mr. Trump is still fending off a primary challenger, Nikki Haley, which restricts his ability to raise money in tandem with the Republican National Committee. Additionally, committees backing Mr. Trump are facing soaring legal expenses as he prepares for potential trials this year.

Ms. Haley, despite losing nominating contests in Iowa and New Hampshire, managed to raise significant money in January. However, her campaign reported spending more than it raised for the first time, indicating potential financial challenges for her campaign.

For Mr. Biden, his January fundraising success allays concerns that he was not gaining enough financial support. At the end of 2023, the committees backing Mr. Biden had together raised a combined $97.1 million and had a combined $117 million on hand. This advantage, combined with Mr. Trump’s expenses on primary battles and legal fees, puts Mr. Biden in a favorable position as he continues to build on his fundraising machine.

Meanwhile, Mr. Trump’s campaign had $30.5 million on hand at the end of January but was also carrying about $1.1 million in debts, offset by $490,000 owed to the campaign. The Trump campaign raised $8.8 million in January, but spent $11.4 million, demonstrating the financial strain and challenges faced by the former president’s reelection efforts.

In response, Mr. Biden’s campaign manager, Julie Chávez Rodríguez, described his January fundraising as an “indisputable show of strength to start the election year,” highlighting the Republicans’ financial division and spending as a contributing factor to Mr. Biden’s financial advantage.

As Mr. Biden and Mr. Trump navigate the complexities of campaign fundraising and spending, it becomes increasingly clear that their financial strategies will significantly impact the trajectory of the 2024 presidential race. As the election year progresses, it remains to be seen how each candidate will effectively leverage their financial resources to secure victory in the November rematch.
